Reasons that favor their growth are "high surface-to-volume ratio, intermittent stagnation, low disinfectant residual, and warming cycles". A high surface-to-volume ratio, i.e. a relatively large surface area allows the bacteria to form a biofilm, which protects them from disinfection.
